    Assembly called to order at 3:44 p.m.

    Mr. Speaker presiding.

    Roll called.

    All present except Assemblymen Andonov, Goldwater, and Mabey, who were excused. 

    Prayer by the Chaplain, Beverly Mobley.

    Let us pray. Thank you, Lord, for all of Your blessings, our health, our family, our friends, for understanding, for compassion, for joy, for love. 

    As it reads in Psalm 86: “Make glad the soul of Thy servant; For to Thee, O Lord, I lift up my soul.  For Thou, Lord, art good, and ready to forgive; and abundant in loving-kindness to all who call upon Thee.” 

    Tomorrow and any days that You give us, Lord, we will remember that it is Your gentle hand that gives us guidance, courage, wisdom, humor, forgiveness, and hope. 

    For the light of tomorrow is the directional for us all.

    Assemblyman Oceguera moved that further reading of the Journal be dispensed with, and the Speaker and Chief Clerk be authorized to make the necessary corrections and additions.

MOTIONS, RESOLUTIONS AND NOTICES

    Assemblywoman Buckley moved that the Assembly resolve itself into a Committee of the Whole for the purpose of considering Senate Bill No. 2, with Assemblyman Perkins as Chairman of the Committee of the Whole.

    Motion carried.

    Senate Bill No. 2 considered.

    Chairman Perkins:

     You have before you Senate Bill No. 2, which was sent to us some days ago.  Because of the language in it referring to the 72nd Legislative Session, we have to do a minor amendment to the bill.  I will call on Mr. Anderson to explain the bill and its amendment.

    Assemblyman Anderson:

    Mr. Chairman, do you want an explanation of the bill in its entirety and the amendment, or just the amendment?

   Chairman Perkins:

    I think it suffices for the committee to understand this is the Secretary of State fees bill that we dealt with during the regular session and if you would just describe the amendment to the committee that would be helpful. 

    Assemblyman Anderson:

    If you will note on page 10, Section 14, of Senate Bill No. 2, line 30, there is a reference to Senate Bill No. 124 “of this session,” and that would be the 72nd Legislative Session.  Where those references are found throughout the bill, they need to be clarified.  Those references are also located on the same page, line 38 and on page 28, Section 42, lines 31 and 39.  On page 138 we need to make the section reflective of the new effective date of the bill, which would be September 1, 2003 for implementation if it were to move forward.  It is really straightforward.  This is internal documentation. 

    Chairman Perkins:

    Are there any comments from the committee on the amendment of the bill?  Mr. Anderson, will you make the motion for amend, and do pass?

    Assemblyman Anderson:

    Mr. Chairman, I make the motion that we amend, and do pass SB 2. 

    Chairman Perkins:

    We have a motion by Mr. Anderson and a second by Mr. Manendo.  Are there any comments, or questions, on the motion? The motion is amend and do pass with the amendment you have before you on Senate Bill No. 2.  All those in favor of the motion please indicate by saying aye.  Are there any opposed?  Motion carries, and we have an amend, and do pass for Senate Bill No. 2. 

    On motion of Assemblywoman Buckley, the committee did rise and report back to the Assembly.

    Assemblywoman Buckley moved that all rules be suspended, reading so far had considered second reading, rules further suspended, Senate Bill No. 2 declared an emergency measure under the Constitution and placed on third reading and final passage.

    Amendment No. 10.

    Amend sec. 14, page 10, line 30, by deleting “this session,” and inserting: “the 72nd Session of the Nevada Legislature,”.

    Amend sec. 14, page 10, line 38, by deleting “this session,” and inserting: “the 72nd Session of the Nevada Legislature,”.

    Amend sec. 42, page 28, line 31, by deleting “this session,” and inserting: “the 72nd Session of the Nevada Legislature,”.

    Amend sec. 42, page 28, line 39, by deleting “this session,” and inserting: “the 72nd Session of the Nevada Legislature,”.

    Amend sec. 208, page 138, by deleting lines 4 through 28 and inserting:

    “Sec. 208.  1.  This section and sections 189 to 195, inclusive, and 203 of this act become effective on September 1, 2003.

    2.  Sections 1 to 188, inclusive, 196 to 202, inclusive, and 204 to 207, inclusive, of this act become effective:

    (a) Except as otherwise provided in paragraph (b) or (c), on November 1, 2003.

    (b) On January 1, 2004, for the purpose of requiring a resident agent who desires to resign to file a statement of resignation for each artificial person formed, organized, registered or qualified pursuant to the provisions of title 7 of NRS for which the resident agent is unwilling to continue to act as the resident agent for the service of process.

    (c) On January 1, 2004, for the purpose of requiring a resident agent to file a certificate of name change of resident agent if the name of the resident agent is changed as a result of a merger, conversion, exchange, sale, reorganization or amendment.”.

    Assemblyman Anderson moved the adoption of the amendment.

   Assemblywoman Buckley moved that KTNV: Josh Hudson; KVBC: Ben Correa be accepted as accredited press representatives, that they be assigned space at the press table in the Assembly chambers and that they be allowed use of appropriate broadcasting facilities.

    Motion carried.

    Mr. Speaker announced if there were no objections, the Assembly would recess subject to the call of the Chair.
