SUBJECT: Essential Community Providers

The 1997 Legislature provided that the Legislative Committee on Health Care study the role of essential community providers in the care of indigent and medically underserved people. To assist the committee in its study, we have developed a series of questions for discussion.

These answers should be provided to the committee through Marla L. McDade, Senior Research Analyst, Research Division, Legislative Counsel Bureau, by 5:00 p.m. April 22, 1998. This topic will be included on the May 4, 1998, agenda of the committee, and your responses will be provided to the committee members prior to this meeting.

As you may know, subsection 1 of Section 85, Senate Bill 427, includes language which states that the Legislative Committee on Health Care shall conduct an evaluation of the following:

(5) Contracts with providers of health care who provide services at no charge or for a fee for services based upon a sliding scale that is determined based on the income of the patient, who do not restrict access or services because of the financial limitations of a patient, and who:

(I) Historically have served medically needy or medically indigent patients and have demonstrated a commitment to serve such patients by dedicating a significant portion of their business to such patients; or

(II) Are the only providers of health care in their communities and to the best of their ability have served the medically indigent patients in their communities.

Keeping this language in mind and considering current discussions in Nevada to establish a mandatory Medicaid managed care program, as well as a children’s health insurance program, please provide answers to the 14 questions listed in the attachment to this document. Feel free to duplicate this questionnaire and memorandum for distribution to others who may have an interest in this issue.
