LEGISLATIVE COMMITTEE TO STUDY THE DISTRIBUTION AMONG LOCAL GOVERNMENTS OF REVENUE FROM STATE AND LOCAL TAXES

The 69th Session of the Nevada Legislature adopted Senate Bill 253, which established a Legislative Committee to Study the Distribution Among Local Governments of Revenue from State and Local Taxes.  The purpose of the committee is to review the laws relating to the distribution of revenues generated by state and local taxes.  The committee included eight legislators and a non-voting Advisory Committee consisting of the Executive Director of the Department of Taxation and ten members representing various local governments and associations of local governments.  In conducting the study, the committee is to consider the purposes for which the taxes are imposed, matters relating to the tax rate and tax base, the formula or methods of revenue distribution, the actual use of the revenue, any relief to the taxpayers from the burden of various taxes, and other specific matters relating thereto.

SUBCOMMITTEE TO STUDY THE COST OF MAINTAINING

HIGHWAYS, ROADS AND STREETS

 

The committee was further directed to appoint a Subcommittee to Conduct a Study of the Cost to the Counties and Incorporated Cities in the State of Maintaining Highways, Roads, and Streets, and the practices of the counties and incorporated cities of maintaining those highways, roads, and streets.  The subcommittee is working with the Nevada Department of Transportation (NDOT) to establish a uniform road type classification schedule, statewide average maintenance cost for each classification of road type and a road inventory of county and city maintained roads and streets.

 

The NDOT has indicated it will have preliminary data available for the subcommittee’s review in early March and final data available in late March.  The subcommittee will use the data to consider an appropriate distribution formula for road maintenance revenue and guidelines for the appropriate use of those revenues.

 

SUBCOMMITTEE ON STUDY OF THE ASSESSMENT OF CERTAIN

INTERSTATE OR INTERCOUNTY PROPERTY (S.B. 411)

 

Senate Bill 411 (70th Session) conformed methods used by the Nevada Tax Commission (Department of Taxation) for valuation of personal property to parallel those used by the county assessors, exempted intangible personal property from taxation and directed the Legislative Committee to Study the Distribution among Local Governments of Revenue from State and Local Taxes to monitor the implementation of S.B. 411.

 

The committee appointed a subcommittee pursuant to the bill, which is currently working with the Department of Taxation to evaluate the fiscal effects of S.B. 411.  The subcommittee will report back to the full committee before October 1, 2000.  The committee will submit a report of its findings and recommendations to the Legislature on or before February 15, 2001.
