The Fiscal Report, prepared by the Fiscal Analysis Division at the beginning of each legislative session, is based on information provided in the Governor's Executive Budget. The Fiscal Report is designed to provide a summary of the financial status of the state and the Governor's budget recommendations for the next biennium.

The report is divided into sections and includes historical revenue and expenditure trends, the December 1 revenue projections of the Economic Forum, an overview of taxes, and the Governor's recommended appropriations for the biennium budget period under consideration, including supplemental appropriations, one-shot appropriations, and capital improvement funding. The report also contains budget summaries by function of government. The budget summary information provides a comparison of the actual expenditures for the first year and work program funding levels for the second year of the current biennium to the Governor's recommendations for each year of the next biennium budget period that the Legislature considers during each legislative session.

The Fiscal Report contains general information, including highlights of the various governmental functions. The report places emphasis on changes and expansions of existing programs and recommended new programs contained in the Governor's Executive Budget. Therefore, this report should be used in conjunction with The Executive Budget, where more complete information is provided.
