The world is watching and waiting for you to do the right thing. This law would seriously damage Nevada's reputation the world over...consider carefully how you will devastate peoples' hearts not to mention the burros and mustangs....and also the revenue of Nevada. Against Passing this law would make wild horses not wild life, and prevent them any access to water. If this passes, which according to news reports, cattle ranchers are in support of it's passage. What will happen to these wild horses? Will there be mass die off? Horses dropping dead all over Nevada? Then because they have no water, the BLM will have to gather more horses and put them in long term holding pens. Costing tax payers even more money to hold even more wild horses, instead of allowing them to roam free as before. Can't there be a compromise? I find it ironic that cattle men use horses for their business, but these wild horses are worth nothing to them. When their own horses in America evolved from wild horses, and are now domesticated. Isn't Nevada more than casinos? Don't we need to diversify our economy here in Nevada. People, many people love wild horses, and would like to come to Nevada to do other things than just gamble in either Vegas, Reno, or Laughlin. We can tell this change in tourism, by increasing dollars being spent for food and entertainment. Our unemployment is the highest of anywhere in the U.S. We must create new jobs, new business opportunities, we can't just do what we have done before. The economy in Nevada is very slow to recover, foreclosures are still high also. People want something to spend their money on, without the chance of losing it, we have had plenty of that in recent years. Eco-tourism would give a quality entertainment experience, without the fear of losing your hard earned money. People have changed their spending habits since the economic melt down. I just can't imagine the reputation Nevada will have, once water is taken away from wild horses. There must be some type of solution, and compromise. Yes, cattle are important, we do need to eat, beef is a main staple in the American diet. But, I think many will lose the taste for Nevada beef, when they know many wild horses died for the sake of the American hamburger or hot dog May-20-2011

For Stop dumping unwanted horses in Nevada. It is inhumane to simply release a horse you no longer want or can afford. In these difficult times many people find themselves in the position of caring for horses they no longer need, want, or can afford to feed. This is where these horses are coming from. Over the past 100 years this has been the primary source of these feral animals. There are no true "wild horses" or "mustangs" and there never has been in Nevada. Native peoples in Nevada never had a historical relationship with horses because there simply were not any horses before European man brought them. Water needs to be dedicated to true wildlife. People need to come to grips with how to deal with their responsibilities and stop expecting the government to solve their problems for them. The BLM must remove excess horses. Ranchers need to control their horses as well. Cattle need to be held to prescribed allotment quotas. Everyone needs to live within the law and the limits of a very fragile ecosystem. May-20-2011

They are not someone's pet that was released to turn feral. For generations, these animals have been born in the wild. The Los Angeles Museum has 5000 yr old proof that they are indeed a native species. By passing this bill, you will be passing into law a reason to not allow these majestic animals access to water. The cattlemen want this bill passed in order to have the horses removed to allow more cattle on the land. Maybe they even want yr round leases. Please do not allow this bill to pass. We have been to your state many times and have children and friends who live there as well. The wild ones belong to everyone in the US, not just the people who live in the state they happen to be in. Please take the time to think about this. What other reason would this bill have even been written? Don't let this bill kill your tourism. Many who live there will leave your beautiful state as well if this bill passes. My own daughter moved there and bought a house just to be closer to the wild ones. This was summarized quite succinctly in a federal Appeals Court decision -- AHPA v. The amendments introduce a definition of “excess” horses: horses are in “excess” if they “must be removed from an area in order to preserve and maintain a thriving natural ecological balance and multiple-use relationship in that area.” *1317**342 16 U.S.C. § 1332(f) (Supp.IV 1980).FN30 This definition makes explicit what was, at most, implicit in the 1971 Act: public ranges are to be managed for multiple uses, not merely for the maximum protection of wild horses. (this legal analysis from an employee at a large legal organization) THE SAGEBRUSH REBELLION As important as the 1971 Wild Horse & Burro Freedom Act is to wild horse & burro issues, it is also important to know about the Sagebrush Rebellion, as these two forces act as weights on opposite ends of a teeter-totter of policy-making. The "Sagebrush Rebellion" in Nevada during the 1960's through late 1970's targeted wild horses as an expression of people's contempt for increasing federal interevention in their lives and ways of doing business. Animosity toward wild horses from the ranching community continues to this day. To understand wild horse politics, it is important to know about the Sagebrush Rebellion and the powerful effect it has had in the region, and continues to have. Against Look at the history of politics: THE WILD HORSE PROTECTION MOVEMENT INTERVENES Tired of the cruelty and concerned about the possibility of wild horse extinction, Velma Johnson, aka "Wild Horse Annie" led a campaign of public awareness, and persuaded Congress to pass the Wild Free-Roaming Horse & Burro Act. Under the provisions of this law, wild horses and burros may not be captured for slaughter. Instead, the BLM (Bureau of Land Management) is charged with protecting and managing the wild herds. "In 1971, Congress introduced and passed The Wild Free-Roaming Horses and Burros Act (WFRHBA). President Richard M. Nixon signed the new Act into law (Public Law 92-195) on December 15, 1971. The Wild Free-Roaming Horses and Burros Act required the protection, management and control of wild free-roaming horses and burros. Local livestock operators now had to claim and permit their private horses and burros grazing on public lands or lose ownership of them. After a specified time period following passage of the Act, any remaining unbranded and unclaimed herds inhabiting BLM or Forest Service lands were declared "wild free-roaming horses and burros" and became the property of the federal government." In 1978, the Public Rangelands Improvement Act amended the WFRHBA and basically gutted it. PRIA gives the Secretary of Interior broad discretion to determine what and where excess horses are and to remove them. They can make the excess determination based on merely “all information currently available” to the Secretary, no matter how slipshod or invalid. The 1978 PRIA amendments stressed the multiple use concept and removal of horses to maintain a thriving ecological balance and protecting the range from deterioration associated with overpopulation of wild horses and burros. It gutted the provision that required herd areas be managed “principally” for the benefit of the wild horses. For Boycott Hawaii, California, and Texas for killing wild hogs. Wild hogs are wildlife because they have no owners. Any free roaming animal is WILD! Hogs have been on earth longer than humans. Against As an educator teaching in a language academy, I followed the definitions of "wildlife" "domesticated" and "undomesticated" as they are given in the Merriam-Webster Dictionary. Wildlife is all living things that are undomesticated. To domesticate means to adapt to life in intimate association with and to the advantage of humans. Wild horses are not living in intimate and close association with humans. “Un” means removed, released from, or ceased to be. Wild horses cease to be domesticated. The definitions are all here and would apply to wild horses being wildlife. May-16-2011

Against The wild life in our state of Nevada have as much right to water if not more so than the Ranchers of this state....I do realize that we are in a drought cycle and that means all of us must learn to conserve our most precious resource that being water...Ranchers must keep there herds to a very minimum and our horses and burros must meet the same standard...The very thought of any of our wild life being denied access to our water resources is at very best insenitive if not totally insane..I have been told by more than one Rancher and a few of our politicians that the Burros and Horses are not indigenous to Nevada....but think about it....ARE WE. Against If an animal is not domestic, it is wild. A wild horse or a wild burro are not domestic, therefore they are wild, which in turn gives them the designation of wildlife. All horses and burros that now run wild, should be rounded up and domesticated, then they would not be considered wildlife, and could be removed from the wildlife designation. Against I am a teacher in Nevada and have watched this current legislation as they have slaughtered our education budgets (and continue to do so). I make my voice heard against that and also against your proposals to now slaughter Nevada's wild horses and burros. Education doesn't bring in tourist dollars but the wildlife in Nevada does bring it in. I have seen numerous tourists looking for wild burros in Red Rocks and the thrill when they see them. I live and vote in Nevada and urge you to vote against AB329 which aims to deny wild horses and burros access to water on public lands. Please also reject SJR5 when it comes to the Assembly for a vote. That resolution would place the state in opposition to the creation of wild horse preserves in Nevada. I am a taxpayer and the public lands belong to all Americans - not just cattlemen who want to see wild horses and burros removed from them. AB329 and SJR5 only serve the interests of a small number of cattlemen. The bill offers no solutions to range land health or the wild horse issues. Nevada must take advantage of the fact that it has the largest population of wild horses and burros on public lands and must protect these animals. Nevada should not take any action, such as passing AB329 or SJR5, to undermine the long-term viability of these American treasures. Wild horses can be protected on the open range without compromising range land health. Wild horses and burros are few in number and greatly outnumbered by privately-owned livestock on public lands throughout our state. Against I am boycotting the state of Nevada until the leaders stop protecting business-owners over our environment. I read many of the comments "For" this bill, and to imply that horses are "freeloaders" is absolutely insane. We need to take responsibility for the destruction of our planet and resources, and increase, not deny, protection to those animals and other wildlife and plants in our environment who do not have a voice to speak over the lobbyists. People need to wake up and realize that our governing forces don't do anything that doesn't involve a profit to them in the future. If the average individual really thinks our lawmakers keep the public's best interest in mind when they make these decisions, they are absolutely delusional. For whatever reason, the wild horses EXIST in Nevada, and as part of our cultural heritage, the symbol of liberty for our nation, and to protect any species' inherent "right to exist", we need to put an end to biased decision-makers' absolute disregard for the future of our planet. For Please pass AB329 and protect Nevada's natural resources. The truth is all other states have already done more to keep the feral horse out of their states. No other state has as many free roaming horses as Nevada. The federal government has already fenced them out of Yellowstone, Yosemite, the Everglades and all other national treasures because of their destructive nature. Why should Nevada have more feral horses than Texas, California, Colorado, Florida or any other state? Many states have more grass and water and would make a better home for these horses, but all of these states will not allow them to roam on their land. Against An outrage to consider declaring wild horses NOT to be wildlife. What are they then? They are not feral, that is defined as an escaped domestic reverted to wild - these horses have been wild since the early 1500s! Wild horses are federally protected animals and declared by law to be principle features of the lands where they roamed in 1971 - that includes the ranges of Nevada. They are entitled to water and Nevada is not entitled to fence off water sources based on the ravings of cattlemen and big game hunters who would like ALL of the water for their interests and who would like ALL wild horses OFF "their" land, all for their own benefit. These interests do not serve wild horses, burros or even wild game. Americans derive no benefit from stopping wild horses from accessing water, in fact they are harmed by this. There will be a huge boycott of NV tourism, products & services if this law is passed because Americans are not in support of endangering America's wild horses. May-13-2011

I don't believe the potential ramifications of this bill have been adequately explored and fear that we are acting in haste - only to regret the unforeseen consequences for years to come. This rush-to-judgment bill, requested by ranchers, appears to push an agenda for a limited, special interest group for its own benefit, without regard to the horrific consequences to wild horses and burros - or to Nevada's image (important to economic growth). This bill makes Nevada look absolutely barbaric in the eyes of the world. Remember the dire economic consequences to Arizona in the aftermath of their recent controversial immigration bill? Can we afford that kind of negative publicity right now? Ranchers already get a great deal, grazing their cattle on public land supported by my tax dollars for pennies a head. Against While it is important to manage horse populations, a lot of bad management has taken place. To fence horses from water is an act of cruelty, to report that there is over population when there is not is deceptive and dishonest. I have family in NV and this bill "Takes the Cake" on cruel and unusual punishment to animals, especially the wild horses. Cattlemen would be charged for not providing water to their stock, well the horses are a part of america, and after the movie the War Horse comes out, there will be a LOT of public sentiment for what horses have done for us. NV is going to look like "Cruelty Central" and totally anti-american because social media is spreading this. This message WILL cost NV MONEY, the money you spend on public image and tourism will have to be increased to deal with the negitive publicity this generates. this is one of the hidden costs to this bill. Against We Nevadans put the horse on our quarter for a reason. the wild horse is the iconic image of our state. Nevada is simply not recognizing or acknowledging the gold mine in tourism dollars that these animals bring into the state. By the amount of comments against the bill it is obvious that wild horses have a great deal of support in Nevada. Lets get a few facts straight. Livestock destroy water sources, the hang around them and in them trampling all vegetation and soil the water with feces. Wild horses come to drink and move on, they recognize the water hole as a place of danger from predation. I have photographed many water sources destroyed by cattle and also photographed pristine water sources used by horses with the absence of cattle. It is simply not true that wild horses are doing the damage or drinking all the water when they are outnumbered some 50 to 1 by taxpayer subsidized cattle. This is just another tactic by ranchers and big game hunters to eliminate the horses and use our public lands as if it was owned solely by them. Vote No, please. May-13-2011
Against Those who can issue the yea or nay should know that AB329 could generate a firestorm of negativity towards the state and will definitely impact your number one industry. I just read that a single typical casino employs more Nevadans that the entire livestock industry, I'm certainly not trying to tell Nevada how to govern itself but since I am a regular patron I feel that if my money is good enough to be accepted my opinions certainly should be as well. This bill, AB329, will benefit only a very small number of Nevadans and even for those few would generate a minimal amount of revenue/income. On the opposite side, if passed, the potential loss of tourist dollars alone from those of us who adamantly oppose this "Reclassification" of OUR Wild Horses and Burros will surely far exceed what a handful of livestock ranchers will make. You do the math, Just 100 lost tourists could easily keep several hundreds of thousands of dollars coming into the state per visit. FYI if this bill does become law, besides the loss of tourist dollars, the state will most likely end up spending millions of dollars in litigation since there has already been judicial precedence set and it favors the US Congress which has designated a special status for OUR Wild Horses and Burros. Against This bill is unconstitutional. It will also deny ranchers on horseback, sheepherders and recreational users such as Pony Express Renactors use of these resources. Horses are indigenous to the US , as are bison, camels, llamas, and wolves. The penalty for killing horses is hanging so every one of you who votes for this will be subject to this law. Cows are not indigenous or healthy for the environment. Bison and horses can coexist on the range. Get the cattlemen to switch herds and there will be no problem. Wovoka the Paiute medicine man saw this. I am a Native american and you will lose our vote if any of you vote for this, we will oppose it and encourage the BLM to remove cattle from the range because they certainly do not belong there. We also know the mining industry wants this water as does Vegas but we will oppose this also. How can you regulate the water, or land, or air? God gave this to all of us to share and commanded us and the animals to multiply and replenish the Earth. These are magnificent animals who would not be overpopulated if four wheelers were outlawed on federal land. It is just plain lazy not to take care of a horse because you can park a four wheeler and go watch cable instead of taking care of an animal. It will hurt the tourist industry and have a very negative effect on the National finals rodeo money if you do this you put Vegas in danger of losing it once word gets out how you treat horses here in the state. There are many more PRCA MEMBERS who would vote to move the finals than live in Nevada. You might as well shoot yourself in the foot for such an act. I am a fourth generation cowboy and a veteran and will certainly email all of my family in the state who all own horses. You will also stop tours of Red Rock and impact many other buisnesses and sheriffs possees. No one has thought this through, stop now or I promise it will hurt the state much more than help. Against I understand that the farmers need water for their crops and animals, however, there has to be a better solution than cutting the wild horses off from getting any water. This is a terrible solution to the water situation - there has to be some way for the wild horses to co-exist with mankind. To imagine that we are consciously subjecting them to a certain extinction is unthinkable. Animal Rights people will have a field day with this and they should! This seems like just another way we are ruining our earth. Makes alot of us very scared about what the future holds for both animals and man. Please work to see that this does not happen. My yearly vacation to Vegas is permanently cancelled due to the fact that you would let a bill such as this even hit the 'floor'. Against Wildlife has excluded wild horses. Not sure the purpose of this bill other than to make sure the state engineer handling water resources makes sure that they don't get water. Wild horses are the image voted to be on our state quarter and they deserve to be allowed access to public water resources that are available to all other wildlife in the state of Nevada. Against To restrict access to water for any animal, domestic, feral, or wild is simply unconscionable and cruel. Animals do not build fences, nor do they intentionally hoard resources. They do attempt to meet their own needs according to the natural order of biology. The wild horses and burros that continue to range in Nevada are an asset to the environment rather than a burden when allowed to follow the natural order. They are also an asset in terms of tourism. Against The 1990-91` Government Accounting Office study proved that the millions of cattle on public lands caused the destruction of the range and riparian areas. Wild horses were found to be innocent since they are not in excess. Most of the Herd Management Areas do not even have enough wild horses for them to be gentically viable and sustainable. To give over most of public ranges for the use of cattle and other special interests is against the 1971 Wild Free Roaming Horse and Burro Act. For It is time to stop the emotional rants, name calling, threats, and demonizing of opposing opinions and act like the caring adults you claim to be. This bill does not propose keeping life sustaining water from any animal. To the contrary it is for the purpose of insuring water exists in proper amount for the resource being managed. It is time to face reality and acknowledge the fact that water is a rarity in Nevada and there is simply not enough to allow it to be abused by any faction. When the water holes dry up all the animals suffer. We need to manage all the water in Nevada for all of it's multiple users. No one species should benefit by denying all other species their fair share of the resource. When there are too many cattle for the range to support, their numbers are reduced. Cattle are relocated off the range in times of drought, in winter, or whenever the range needs relief from their grazing. Cattle are not allowed to exceed management levels. Excess cattle are sold for slaughter and human consumption. Wildlife are managed to the carrying capacity of the resource. Some excess wildlife are transplanted to areas more suited for them. The remaining excess wildlife are harvested for human consumption. Yes, the cattle and wildlife are kept to appropriate levels by either removing them from the range or killing them and utilizing them as food. Horses can not exist in unsustainable numbers on a limited resource. The range will suffer. The water holes will dry up. Horses, cattle, and all wildlife will suffer great hardship if all animals are not kept to sensible numbers that the land and water can support. Yes, excess horses will need to be removed from the range. Yes, slaughter of excess horses for human or animal consumption may prove to be better than long term holding pens. Everyone needs to grow up. We slaughter other animals for food, why not the horse. The horse has no rights any greater than any other animal. Against Nevada bill AB329 raises a number of thorny philosophical questions like: should it be legal to allow a legislature to pass a bill that is clearly immoral. And if perchance they do pass and enact such a law, are law enforcement officials permitted to, or indeed are they morally bound to, refuse to enforce such a law rather than live with the consequences ? In this case the consequences include the certain deaths of hundreds if not thousands of innocent animals deemed unworthy to have access to a basic 'free resource' like drinking water in the desert. Moreover, Nevada senators and representatives should be asking themselves they were elected to the position of 'playing god' by deciding which wild creatures may have access to god-given water and be allowed to live and which may not and hence must die. In spelling out which wild animals may live and which may not Nevada AB329 imputes god-like powers of deciding who lives and who dies in the Nevada desert to Nevada legislators never imagined or intended by the people of Nevada in the most recent election. Neither did the voters of Nevada imagine that they were electing a body of pseudo-scientists qualified to determine what is and what isn't wild -life where such a determination is tantamount to deciding who lives and who dies. Trying to pass a bill making it illegal for them to breathe the air in Nevada? Nevada law states the water is owned by the public - not the ranchers, not big game hunters. Bighorn sheep are not native to this continent, they migrated from Asia across the Bering Straits just as North America's native wild horse migrated to other continents. Ask the BLM how many wild horses remain today on federal lands in Nevada, then compare that to the number of privately owned cows on federal lands in Nevada. A recent Nevada newspaper stated there are 450,000 cows on public lands in Nevada. Exactly how greedy are these ranchers? Big game hunting groups such as those founded by Larry Johnson (former BLM anti-wild horse advisory board member) are allowed to build water traps and install water guzzlers for the animals they hunt to kill. Wild horse advocate groups are allowed to do nothing. This bill to deny water on federal lands to wild horses in Nevada is the most ridiculous thing I've seen yet. Even more ridiculous is that it's even being considered by state legislature. I guess job creation and Nevada's plummeted economy are of no importance, apparently what is important in Nevada is to find any means to clear federal lands of wild horses and burros. Nevada has been mined by the English, Eastern US concerns, Mexico, mostly Canada, and now China. We are used to this. There are now laws that control what modern miners can extract and how they must treat the environment. The mines from the 1800s left us with fouled streams, abandoned sites, and herds of feral pack animals. THANKS Modern mines must obey modern laws that respect wildlife and restore what they disturb. Modern ranching operations must practice sustainable management practices and provide for co-existing wildlife. Modern wildlife management concepts attempt to deal with mining, ranching, and practical interaction with multiple users. The feral horse faction refuses to understand that their non-native pet projects are a bigger threat to Nevada wildlife than ancient mining, modern mining, ancient ranching, modern ranching, ancient people, modern people, or any other consumptive demand on our limited environment. The 1971 law protecting "wild" and freeloading horses never compensated Nevada for feeding and watering these additional grazing units. Horses double their numbers every four years. There has never been a practical approach to controlling this ever increasing herd. Reasonable people understand that the land and the inhabitants have to share what resources are available. The feral horse faction fails to accept reality. Horses are living pollution left over from unregulated ranching, mining, and urban sprawl. Horses are not wildlife. They are garbage left over from previous attempts to profit for Nevada's natural resources. Nevada and most native Nevadan's would be willing to support 1/50th of the feral horses in America. Cattle ranchers aren't understanding that the biggest threat to their water rights are not a few WILD horses, but mining companies like General Moly, which is 25% owned by Hanlong USA Mining, a subsidiary of Sichuan Hanlong Group, a Chinese “private enterprise.” Sichuan Hanlong Group recently received a $1.5 billion loan from the Export-Import Bank ofChina (China Eximbank) to support its investments in overseas mining opportunities, with $745 million towards General Moly. The Export-Import Bank of China is fully owned by the Chinese government and under the leadership of the State Council. It’s a “government policy bank.” Mining companies are buying up ranches left and right, just to get the water rights. Then all they have to do is get a permit to change the use from irrigation to mining. Once appropriated, the water rights are not available for any other development, even if the mine never opens, unless the mine is willing to sell the water rights. For Why are the feral horse advocates so vindictive and ignorant of the facts? It was primarily ranching that caused the horse to be loose in Nevada in the first place. Why do they hate ranchers so much? I have no ranching interest, but it is obvious to me that it was cattle ranching that required horses to be on the range in the 1800s in Nevada and as early as the 1600s in Mexico. Why do you support the horse and hate the cow? They are both farm animals and ranchers brought them both to Nevada. Why make the native wildlife take a back seat to either of these domestic species? As a Nevadan, I urge you to vote “No” on AB329 and SJR5, two measures under consideration in the state legislature that are harmful to the state and to America’s wild horses. AB 329 would prohibit wild horses and burros from accessing water on public lands. All wild animals should be given equal access to water in our state. SJR5 would express the state’s opposition to wild horse preserves and expansion of wild horse habitat in Nevada. Several such preserves are planned for Nevada and will bring badly-needed jobs and tourism dollars to the state. Both measures are bad for Nevada and only supported by a small group of cattlemen who want to remove wild horses from the range in order to make room for private livestock grazing. I urge you to do what is right and fair and what also represents the interests of the majority of Nevadans - not a small special-interest group. Tourism is the number 1 industry in our state, generating more money and jobs than any other industry in Nevada. With more than half of all wild horses and burros residing in Nevada, wild horses are one of our state's most valuable untapped assets. Now is the time to put Nevada's two best assets together - tourism and mustangs - and create a world-class wild horse and burro eco-tourism industry. AB329 and SJR5 are short-sighted and against the best interests of the majority of Nevadans who will benefit directly or indirectly by increasing tourism in our state. The only reason for this is so that they have to be removed from the range completely, thereby leaving all vegetation for cattle. Horses & burros re-seed the range as they roam.
