    Assembly Bill No. 99.

    The following amendment was proposed by the Committee on Government Affairs:

    Amendment No. 21.

    Amend the bill as a whole by renumbering sections 2 and 3 as sections 3 and 4 and adding a new section designated sec. 2, following section 1, to read as follows:

    “Sec. 2. NRS 293.481 is hereby amended to read as follows:

    293.481  1.  Except as otherwise provided in subsection 2 or NRS 295.121 or 295.217, every governing body of a political subdivision, public or quasi-public corporation, or other local agency authorized by law to submit questions to the qualified electors or registered voters of a designated territory, when the governing body decides to submit a question:

    (a) At a general election, shall provide a copy of the question, including an explanation of and arguments for and against the question, to each county clerk within the designated territory on or before the third Monday in July preceding the election.

    (b) At a primary election, shall provide a copy of the question, including an explanation of and arguments for and against the question, to each county clerk within the designated territory on or before the third Monday in May preceding the election.

    (c) At any election other than a primary or general election at which the county clerk gives notice of the election or otherwise performs duties in connection therewith other than the registration of electors and the making of records of registered voters available for the election, shall provide a copy of the question, including an explanation of and arguments for and against the question, to each county clerk at least 60 days before the election.

    (d) At any city election at which the city clerk gives notice of the election or otherwise performs duties in connection therewith, shall provide a copy of the question, including an explanation of and arguments for and against the question, to the city clerk at least 60 days before the election.

    2.  The requirements of subsection 1 do not apply to any question expressly privileged or required [pursuant to the provisions of article 19 of the constitution of the State of Nevada or pursuant to the provisions of chapter 295 of NRS or any other statute] to be submitted if the question is proposed after the dates specified [.] in subsection 1 and the privilege or requirement is set forth in:

    (a) Article 19 of the constitution of the State of Nevada;

    (b) Chapter 295 of NRS; or

    (c) A provision of a city charter or other statute pursuant to which an initiative or referendum is placed on the ballot upon the signature of a petition by a certain number or percentage of registered voters.

    3.  A county or city clerk may charge any political subdivision, public or quasi-public corporation or other local agency which submits a question a reasonable fee sufficient to pay for the increased costs incurred in including the question, explanation and arguments on the ballot.”.

    Amend the title of the bill, second line, after “held;” by inserting:

“clarifying the period in which a copy, explanation of and arguments for and against certain ballot questions must be submitted to the county or city clerk before an election;”.

    Amend the summary of the bill to read as follows:

“SUMMARY¾Makes various changes regarding elections held by local governments. (BDR 31‑418)”.

chapter 286 of NRS[.] , except that credit for service for the purposes of paragraph (c) of subsection 2 must not include service with any public employer other than the State of Nevada.”.

    Assemblyman Parks requested that the following remarks be entered in the Journal.

    Assemblyman Brown:

    Thank you, Mr. Speaker. CASA (Court Appointed Special Advocate) is a program that helps abused children. Currently, there are over one million reported cases of child abuse each year in the United States. We have over 700 children in Nevada who are helped by CASA annually. There are 225 volunteer advocates in this program. Michelle and John Laws are two of those 225. They are an exemplary husband and wife team who have dedicated themselves to helping these abused and neglected children. The Laws, who are affiliated with the Clark County CASA program, have helped rescue abused children and given them the care they need for the past ten years. Michelle and John had to go through personal background checks and also were required to take up to 40 hours of training. As stated, Michelle takes care of one to two cases at any given time. She is required to do extensive research on each of the cases and makes appearances on their behalf in court as to what is in the best interests of each child. Of particular note, Michelle and John were awarded the 1997 Judges Award for Foster Parents in Clark County. Unfortunately, the Laws cannot be here with us today. Senator John Porter will be presenting them with the Senate Concurrent Resolution at a later date. I hope we will all join together in honoring Michelle and John Laws for their excellent work with so many needy children in this state.

    Assemblywoman Buckley:

    Thank you, Mr. Speaker. I rise in support of SCR 14. In the last two years, I have had the opportunity to work on issues regarding child welfare and abused and neglected children, first, starting in these chambers—through a bill sponsored by our colleague from Yerington. This led to the ACR 53 Subcommittee. Second, in my work outside of this body with Clark County Legal Services in adopting a Children’s Attorneys Project for abused and neglected children. I became aware of the Laws’ work through both of those efforts. They came to our ACR 53 hearings to offer a first hand account from foster parents about what the system was doing to children. I also had an opportunity to see their work firsthand. We were made aware of a young boy who was troubled and needed serious therapeutic help and probably couldn’t be saved. He went to the Laws and flourished. It is amazing what the love of a family can do. We label children; they save them. For those reasons I rise in support of SCR 14.

    Assemblyman Humke:

    Thank you, Mr. Speaker. I rise in support of SCR 14 as well. I don’t know Mr. and Mrs. Laws, but they appear to be an exemplary example of all of the CASAs I have known in this state. They also serve as foster parents, so as far as I am concerned, they doubly deserve sainthood for the work they do in this state. I have worked on several cases where CASAs have been involved, and I know many of them. They truly make the difference, often times in court, for a child who has no other advocates; children who are abused in the most terrible, ugly ways imaginable. I do not think we can say enough about people like this who voluntarily give of their time. We owe them a tremendous debt of gratitude.
